Our honest read
Nothing announced gates gameplay behind Ultimate — the $20 buys vehicles, businesses, cosmetics, and two side missions. If you're price-sensitive, Standard + the pre-order bonus is the value play, and the upgrade path means you lose nothing by starting there. Ultimate makes sense if day-one toys matter to you or you know you'll want the extra businesses.
